Job Redesign Centre of Excellence Launched to Develop Human Capital Capabilities for Enterprise Transformation

Workforce Singapore (WSG), in collaboration with the Institute for Human Resource Professionals (IHRP), launched the Job Redesign Centre of Excellence (JRCoE1) to serve as a one-stop centre to equip enterprises with the capability to embark on their business and workforce transformation journey through job redesign. The launch of the JRCoE was announced by Minister for Manpower Dr Tan See Leng at IHRP’s annual signature event for the HR industry, the People Behind People (PBP) Forum.

IHRP will manage the JRCoE to drive job redesign efforts by serving as a horizontal aggregator to facilitate enterprise adoption of job redesign through engagements with Trade Associations and Chambers (TACs) and the HR Professionals Community. Over twenty TACs including Singapore Business Federation, Singapore Manufacturing Federation and Singapore National Employers Federation have pledged their support for the JRCoE and will be reaching out to their member companies to encourage them to incorporate job redesign in their HR practices. JRCoE to leverage community of HR Professionals, guided by Expert Panel

Leveraging the wider community of HR Professionals, JRCoE supports enterprises in their transformation efforts by providing industry-relevant expertise and resources for enterprises to conduct job redesign for their workforce. Under this initiative, IHRP will develop resources to facilitate enterprise adoption of job redesign (i.e., step-by-step sectoral playbooks, capability development workshops). As an advocate for job redesign, the JRCoE will also promulgate HR and job redesign best practices across its network of HR Professionals to accelerate enterprise transformation.

The JRCoE will be guided by a Job Redesign Expert Panel (JREP) consisting of leaders from the Ministry of Manpower (MOM), National Trades Union Congress (NTUC) and Singapore National Employers Federation (SNEF), as well as academics and industry-recognised professionals from the HR, legal and business community. The JREP will provide strategic oversight to support the advancement and adoption of job redesign by sharing success stories of job redesign within their own organisations, practical industry-relevant insights and thought leadership, providing guidance on available capability development initiatives enterprises can tap on, championing and promulgating the benefits and best practices in job redesign. (Refer to Annexe B for composition of the JREP)

Ms Dilys Boey, WSG’s Chief Executive said: “Human capital is the cornerstone of a successful enterprise transformation. The JRCoE launched by WSG in partnership with IHRP aligns with the Government’s commitment to uplift the jobs of every worker. The JRCoE would be a steppingstone for enterprises to kick start their job redesign journeys, and for the HR community to lead the charge in job redesign for their organisations. Through job redesign, enterprises can make jobs more productive, and also build up employees’ employment resilience to help them stay current, while enhancing their overall career health.”

Mr Aslam Sardar, Chief Executive Officer of IHRP and Co-chair of the JRCoE Expert Panel said: “People Behind People Forum continues to grow from strength to strength, bearing testament to an elevated, highly competent and engaged HR community. We are pleased to receive the strong support and vote of confidence from our tripartite partners, more than 20 trade association chambers, industry experts and knowledge partners to develop new insights and capabilities for job redesign. To encourage adoption and implementation, the JRCoE will progressively roll out targeted initiatives such as capability development workshops and Job Redesign Playbooks for HR and Retail in 2024. Through these concerted efforts, we seek to further empower HR professionals to become change agents within their organisations, with the goals of driving sustainable growth, enhancing workforce agility, and boosting organisational performance through job redesign.”

People Behind People Forum

The theme for this year’s People Behind People (PBP) Forum “Navigating Transition; Adapt, Augment, Accelerate”, endeavours to help businesses and HR adapt to business modelling, augment their processes with HRTech and accelerate their business success powered by progressive human capital practices. This fourth edition of the PBP event saw a 600-strong turnout which comprised business leaders, Chief Human Resource Officers (CHROs) and HR practitioners from diverse sectors such as hospitality, telecommunications and more, from across more than 80 companies. During the event, four IHRP Master Professionals (IHRP-MPs) were conferred. They were nominated and appointed through a robust assessment process that ascertains their significant and active contributions to the HR community. The newly conferred IHRP-MPs will join the ranks of the current 37 Master Professionals and an over 7000-strong community of certified HR Professionals who are key advocates and enablers of business transformation within their organisations.
