To support pervasive innovation throughout the economy and build deep capabilities in our local workforce, the Ministry of Manpower launched the Capability Transfer Programme (CTP) which supports companies/associations/professional bodies in speeding up the transfer of global capabilities into Singapore. This initiative will complement existing capability development programmes administered by other Government agencies, to plug capability gaps quickly in today’s fast-changing global market.
The CTP aims to improve local-foreign workforce complementarity, by facilitating transfer of capabilities from foreign specialists to locals with the objectives of encouraging:

Funding support for the CTP can include components such as attachment-related costs and salary support for foreign and local specialists, as well as Singaporean trainees on overseas attachments to acquire new capabilities. In the case of industry-wide projects, funding for equipment cost and venue cost may also be considered on a case-by-case basis. Support levels will be determined by Workforce Singapore (WSG) in consultation with relevant sector agencies, on a co-funding basis where applicable, to ensure that companies, associations or professional bodies involved in the projects remain committed in their efforts to drive capability transfer at the company or industry level.
